The decision to create a "blue card", which gives the right to work on the territory of the European Union, was made back in 2009, but now the procedure for obtaining such a permit is not debugged and causes some bureaucratic difficulties in a number of countries.

Step 1
The working population in Europe is on average close to retirement age. Countries need young qualified specialists capable of bringing about qualitative changes in the professional sphere of the European Union. That is why most of the EU countries, except for Great Britain, Ireland and Denmark, decided to invite highly qualified workers from other countries for a period of up to 5 years. At the same time, visitors are guaranteed all the civil rights of a European, with the exception of the right to permanent residence. Unlike the usual work visa to the EU, the "blue card" really gives a lot of opportunities for literate workers, and for many it becomes a "blue dream".
Step 2
Make sure the country you want to go to work has ratified the blue card agreement. To obtain a card, contact the consulate of the country inviting you to work. In this case, you must have completed higher education and work experience in the specialty or in the profession for which you are applying.
Step 3
To apply for a blue card, first of all, you need to have a potential employer who agrees to take you to a position that requires high qualifications and pay for you the income tax provided by the country that accepts a foreign worker.
Step 4
The package of documents for issuing a blue card includes: a passport valid for the entire period of residence in Europe. You will need your photo, taken no earlier than half a year before the submission of documents, a certificate of no criminal record, a health certificate, and, of course, a diploma of higher education. You must have an employment contract for a period of at least 1 year and a salary of at least 1.5 times the minimum (in the territory of the country of your future residence) and travel medical insurance for a year. In addition, you must already have prepared housing for the duration of your stay in Europe.
Step 5
As a rule, the decision to issue a blue card is made within 3 months. If your request has been granted, the host country will issue you a work visa, using which you must appear in this state and receive a blue card. After the work permit is in your hands, you must report to the employer within two days and start your duties.
