Having a child's own passport provides obvious advantages when traveling abroad. For example, the rest of the family will not be spoiled if one of the adults urgently needs to fly to Russia on business. Before you start collecting documents for obtaining a passport, you need to decide what kind of document you want to receive: an old or a new sample.
Which passport is best for a child
The presence of the child when submitting documents for obtaining a passport is not required. But when issuing a passport, a child who has reached the age of 14 must be personally present at the FMS of Russia to sign the documents.
You can exercise your civil right to choose between two types of documents to travel abroad. Old passport valid for 5 years and new generation passport valid for 10 years. The advantages of obtaining a biometric passport are:
- the ability to submit an application through the portal "Gosuslugi" without leaving home;
- obtaining a passport in a separate queue;
- if the border guards are loyal, then the validity period of 10 years is, of course, more attractive;
- accelerated passage of passport control.
The old passport has a significant advantage - it is cheaper. The state duty for issuing an old-style passport to a child under 14 years old is 4 times lower than the state duty for issuing a biometric passport. A five-year old passport is more suitable for a teenager than a passport with a ten-year period, because children grow and change outwardly. It is not excluded that the border guards will warn about the need to replace the document two or three years after the child receives the passport.
If both parents have biometric passports, it is better for the whole family to have passports of the same type for travel convenience. Many border crossings have separate corridors for biometric passport holders. It will be a shame not to take the chance to avoid the tedious waiting at passport control. The lists of documents for issuing an old-style international passport and a new generation passport for a minor child differ only in the method of filling out an application form. To obtain an old-style passport, an application form is filled in by hand, and to obtain a biometric passport, you must fill out an electronic version of the document, a sample of which is posted on the website of the Federal Migration Service of Russia and in the State Services portal.
List of documents for registration of a passport for a minor
Parents, trustees or guardians of teenagers under the age of 14 must submit the following documents to the FMS department:
- application form in one copy;
- birth certificate;
- documents confirming the rights of a legal representative: a birth certificate of a minor, an act of a guardianship authority on his appointment as a guardian or an act of a guardianship authority on his appointment as a guardian;
- a document proving the identity of the representative of the minor;
- a document certifying that a minor has Russian citizenship;
- receipt of payment of the state duty;
- black and white or color photos on matte paper, 2 pcs.
State duty for issuing an old-style passport: adult - 1000 rubles, up to 14 years old - 300 rubles, from 14 to 18 years old - 1000 rubles
: adult - 2500 rubles, up to 14 years old - 1200 rubles, from 14 to 18 years old - 2500 ruble
Parents, guardians or guardians of adolescents aged 14 to 18 years old must submit the following documents to the FMS department:
- application form in one copy;
- passport of a citizen of the Russian Federation;
- documents confirming the rights of a legal representative: a birth certificate of a minor, an act of a guardianship authority on his appointment as a guardian or an act of a guardianship authority on his appointment as a guardian;
- birth certificate of a minor;
- receipt of payment of the state duty;
- black and white or color photos on matte paper, 2 pcs.
Proof of citizenship of a minor
The presence of the citizenship of the Russian Federation is certified by the internal or foreign passport of the minor or the passport of his parent, with the entered information about the child. Or a child's birth certificate, which contains information:
On the Russian citizenship of the parents, regardless of the place of birth of the child.
On the Russian citizenship of one of the parents, provided that the other parent does not have Russian citizenship or is missing.
On the Russian citizenship of one of the parents and the citizenship of the other country of the second parent, provided that the birth certificate was issued on the territory of Russia.
A mark on a document confirming the fact of registration of the birth of a child on the territory of a foreign state, with a translation into Russian. The mark is put on the translation itself by the bodies of the FMS of Russia, employees of the consular office of the Russian Federation or employees of the consular department of the diplomatic mission of the Russian Federation.

Also, citizenship can be confirmed by an insert to a document issued abroad on the fact of registration of the birth of a child. An insert to the birth certificate confirming the presence of Russian citizenship, issued before February 6, 2007.
