There is no law in the Russian Federation stating that unemployed people cannot travel abroad. Likewise, the procedure for obtaining a foreign passport for such people can sometimes even turn out to be an easier task, since they do not have to certify the application form. The following documents are needed.

Step 1
Passport of a citizen of the Russian Federation. Usually it is required to provide photocopies of all completed pages of the internal passport.
Step 2
Application form for obtaining a foreign passport. As a rule, it is asked to provide it in duplicate. The questionnaire must be completed on a computer or by hand; in the latter case, use black or dark blue ink, write legibly, preferably in block letters. List in the questionnaire in a special column all types of work or study employment over the past 10 years. The problem of unemployed people is that they cannot certify the questionnaire at their place of work. If you do not work anywhere and do not study, then your application form is certified by the FMS employee himself.
Step 3
If you are applying for an old-style passport, you will need 2 photographs 35 x 45 mm. Pictures should be taken on a white or light background and printed on matte paper. It is best to do them in a photo studio, whose employees are aware of the requirements for photographs for documents. Photos are not needed for a biometric passport, you will be photographed when you come to submit your documents.
Step 4
If you have a passport that has not been used to the end, then attach it. The old passport is canceled when a new one is issued. If you want to keep your old passport with a rich visa history (it will come in handy for applying for visas to some states), then you need to write a statement about it. The form will be issued at the department of the migration service.
Step 5
You will need a paid receipt of state duty. In accordance with the new laws, it is possible not to present it, but in reality, the FMS usually asks for it.
Step 6
If you have a military ID, you must attach a copy of it. If there is no military ID, then you need to get a certificate from the military registration and enlistment office that in the near future you will not be drafted into the army.
Step 7
If you have a work book, then make a photocopy of it and attach it to the documents.
Step 8
Non-working students must obtain a signature from the dean's office of their university.
Step 9
Non-working pensioners should bring a work book. In this case, the questionnaire is not certified anywhere and is signed by an employee of the FMS.
