Today in Russia two types of foreign passports are legally valid: passports of the "old" model 63, 62 series and passports with biometric data of the owner. If the latter are quite easy to get, then you will have to fight for the "old" ones.
Where to looking for
A document with a chipboard stamp (for official use) back in 2010, an employee of the migration service was instructed to encourage citizens to issue foreign passports with biometric data, refusing passports 63, 62 series, which were issued quickly (no more than 3 working days), were made directly in the FMS division and were much cheaper than new ones. It is no secret that in most departments, literally understanding the instructions, citizens were given several years even in accepting applications for "old" passports, referring, for example, to the fact that, they say, even on the State Services portal there is no such option as filling out an application for the "old" passport.
Meanwhile, foreign passports 63, 62 series have not been withdrawn from circulation, and they can still be issued by contacting the FMS. True, the processing time is now the same as when processing a biometric document - 30 days.
A questionnaire for an "old" passport can be found on the Internet (for example, on the website of the FMS for the Altai Territory, Moscow Region, Kaluga and Novgorod Regions) or persistently ask the employees of the department where you applied. Despite all the admonitions and excuses, they are required to provide a form.
What to write
The form is filled by hand with blue paste without blots, it is advisable to use block letters. If it is not printed on the letterhead, write the name of the territorial body of the FMS where you apply for a passport, then indicate your last name, and in brackets, if it was changed, the old (maiden name), then in the same brackets, after a dash, write the date of change and the reason for example, "in connection with marriage", "in connection with adoption."
Enter your first name below (if there have been changes, indicate the same as in the case of the last name), below - patronymic, if any. If there are prefixes "oglu", "kyzy", etc., which are indicated in the passport, write them after the middle name.
Fill in the setting data - date and place of birth, as in the passport or birth certificate, details of the identity document. If the questionnaire is filled in for a minor citizen, in the “Representative” column, you must indicate all the data on the parent, guardian or trustee. Likewise, in the case of incapacitated citizens.
The most difficult section to fill out is information about labor activity. Remember that the FMS is only interested in the last 10 years of your working life, therefore, in retrospect, write in the appropriate columns the date of admission (only month and year), the date of dismissal, the name of the company where you were admitted (you do not need to indicate all renames and changes in ownership), legal address (you can look at the stamps in the labor office or remember), then - the position. The migration service is also not interested in moving up the career ladder, so indicate the name of the position from which you were fired, and feel free to skip transfers and promotions.
It happens that there are so many places of work that they do not fit in the allotted 10 lines, take another form called "Additional information about the work", it is attached to the questionnaire, and the employee must make a note about its availability.
Next, you need to answer quite understandable questions about a criminal record, admission to state secrets (if it was, but the term of restrictions has passed, indicate in what year) and the purpose of obtaining a passport ("for leaving for permanent residence" or "for temporary trips").
Sign the application form with an employee of the department, the photo also does not need to be glued, it will be taken by the FMS employee.
