Currently, there are two options for obtaining a passport. The old fashioned way - to collect all the necessary documents and bring them to the district Office of the Federal Migration Service (FMS). Or take advantage of the progress made and send all the necessary papers over the Internet. In any case, the documents for obtaining a passport will need the same.

Step 1
For Russian citizens, in order to issue a foreign passport, it is necessary to collect the following documents:
- application for a foreign passport;
- passport of a citizen of the Russian Federation;
- receipt of payment of the state duty;
- photo (for a biometric passport - 2 pcs., for an old-style document - 3 pcs.);
- military ID with a mark on the end of service, or a certificate from the military commissariat (for men 18 - 27 years old);
- permission from the command, issued in the appropriate order (only for military personnel of the armed forces of the Russian Federation);
- a previously issued foreign passport, if its validity has not expired.
Step 2
You can issue a passport via the Internet on the website https://www.gosuslugi.ru/. After registering on it, you will receive a letter within two weeks to the address where you are registered. There will be final instructions for registering on this site. Only then can you use this service to apply for a passport. To do this, you need to fill out a form on the website, attaching your photo to it. All other documents, as well as additional photos, will have to be taken to the FMS. A staff member will contact you to schedule an appointment. In this case, there is no need to stand in line. Using the site, you can issue both an old-style passport and a new biometric one
Step 3
If you want to issue a passport in the old, proven way, you need to come to the FMS with a full package of the listed documents and photographs. Your papers will be accepted for verification. In about a month, you will need to appear at the Office again to receive a new document. Write down the telephone number where you can inquire about the readiness of your passport. Sometimes, due to the influx of applicants or holidays, the deadline for issuing a document is slightly shifted.
