A driver's license is changed every 10 years, and it is clear that over such a period of time, citizens forget about the set of documents. In addition, legislation changes frequently and a lot becomes simply unnecessary.
Every driver should be aware that the validity period of any document is established by law. So, with a driver's license, you can drive for no more than 10 years, violators may face a fine of 500 rubles for expired driving license. But,

Replacing a driver's license through public services
As early as January 1, 2017, a discount was introduced on the state duty on the replacement of rights through the public services portal. This discount is still valid today, it is 30%. It turns out that instead of the full state duty of 2 thousand rubles, you can pay 1400 rubles. To do this, you must have a registration on the portal, log in and apply for a replacement of rights. Previously, you can contact the State Traffic Inspectorate and take a picture, however, if there is a photograph that is suitable in terms of parameters, then your own will do. Next, an application is filled out, where the data of your old VU and passport are entered. If necessary (replacement by time or for health reasons), a medical certificate is attached. An electronic application is sent to the State Traffic Inspectorate with the choice of the exact date and time for the visit. After a while, the state duty comes, which must be paid by non-cash method in order to receive a discount.
At the chosen time, you will only need to visit the traffic police and pick up your new license.
Replacement of a driver's license through UIA MFC
In order to receive a public service for the replacement of rights, you must contact the nearest conveniently located office of the UIA MFC and write an application. It should be remembered that the replacement of rights through the UIA MFC takes about a week in time, while directly at the traffic police it can be done in just a couple of hours. However, many consider this method to be much more convenient, since there are a lot of MFC offices, and the traffic police stations, on the contrary, are not enough. This method is especially convenient for rural residents.
To replace a driver's license to drive a vehicle, you must provide the following documents:
- passport;
- old rights, if they are not lost;
- medical certificate;
- paid receipt for 2 thousand rubles;
- photos.
The received package of documents and the application are submitted by the MFC specialists to the State Traffic Inspectorate, which, in turn, makes a decision on the replacement of rights. The finished driver's license is handed over to the MFC office at the place of contact, where the applicant can pick it up at any convenient time. In case of refusal to replace the rights, the State Automobile Inspectorate writes an official refusal with an indication of the reason.
Replacing a driver's license through the traffic police
The fastest way to replace is through the traffic police. It takes about an hour in time, if you do not take into account the queue and the inability to get to the appointment. In order to replace the rights through the State Traffic Inspectorate, the same package of documents is required as in the MFC.
It is also worth noting the fact that, starting in 2019, drivers can change them at any time without explaining the reasons. At the same time, if the driver has a medical certificate in his hands, then the new license will be given for 10 years, and if there is no certificate, then the validity period of the new license will be the same as that of the old one.
