Step 1
According to the legislation of the Russian Federation, the maximum lease term for municipal land is 99 years with subsequent renewal. This actually means the purchase of a plot, because your heirs will be able to timely extend the lease for 99 years, etc. Considering the duration of human life and the low cost of renewal, de facto you will become the owner of the site.
Step 2
To obtain a long-term lease, you must contact the municipality you are interested in (city mayor's office, district council). Write an application for the provision of a site. You need to indicate the district and the area of the municipal land you need. Your request will be reviewed within 30 calendar days.
Step 3
Real estate lease payments are made at land tax rates. In fact, in most cases, you will pay as much as the land owner would pay in taxes.

If land is leased by municipalities for building, land auctions are organized. You can look at the list of current trades on the Gosuslugi.ru portal. A lot of requirements are presented to tenants, which are described in detail in the paragraph "Lease terms" on the website.
Step 5
The approved plot must be registered with the Cadastral Chamber. You need to provide details of its location, plan (certified by surveyors), exact area and rental rate.
Step 6
Acquisition of a municipal land plot in ownership from a lease is not directly possible. A little trick can be applied: privatize land that is suitable for construction. You need to rent land, fill the foundation on it - and you can submit documents to a notary for the purchase.
Step 7
Renting a plot of land is also possible abroad. The governments of Canada, Mexico and some other states have programs to protect the environment. According to these laws, residents of other states can acquire the right to lease for 99 years with renewal, subject to planting a forest, caring for wild animals and developing farming.
