Step 1
Passport exchange is possible in several cases. For minors who were previously entered in the passport of one of the parents, the exchange is made when they reach 14 or 18 years of age. In this case, in addition to the usual documents for replacing the passport, it is necessary to provide a birth certificate and documents of a legal representative (parent or guardian).
Step 2
Adult citizens can exchange a previous passport if it is lost (stolen) or damaged (the cover and pages are torn, as well as if the document runs out of blank pages, or if the passport expires. Exchange of a passport is not required for women who have married and have changed their surnames, but if a person changes all passport characteristics (for example, when changing sex), the document must be exchanged without fail.
Step 3
The easiest way to exchange a passport in Russia (at the place of residence or registration) is to submit documents through the website of the Unified Portal of Public Services. On the site, you can fill out a questionnaire, according to the provided sample, and then print the finished form. You can pay the state fee online in the same place, on the website. With a ready set of documents, you must go to the FMS of your area. The production time for a new passport is from 2 weeks to 2 months, depending on the season. It is worth remembering that a particularly large number of applications are filed between October and early December (New Year's holidays) and from April to May (for summer holidays).

Residents of Moscow and St. Petersburg can get a new passport through the Unified Document Centers by signing up for a certain time for filing and receiving documents. The EDC also has services for copying documents, printing passport photos, etc.
Step 5
If the need to obtain a foreign passport overtakes abroad (a long business trip, residence permit or permanent residence abroad), documents must be submitted 3-4 months before the expiration of the passport, at the Russian consulate or embassy. A visa of any category available in the old passport (tourist, pension, study, business visa) will be automatically transferred to the new passport. It should be remembered that the procedure for sending documents between two countries is a rather long process, so you should not delay submitting an application. If the old passport is lost or stolen, you can either get a new one or go home with a replacement certificate issued at the consulate.
