Registration of a foreign passport scares many with a long procedure and waiting in line at the migration service. However, today you can save your own time in two ways: make an appointment by phone or send an application for a document via the Internet.
Today, only the migration service is authorized to issue a foreign passport, the Foreign Ministry can also issue diplomatic passports, but the circle of recipients of the service is naturally very limited. Accordingly, the information about the queues at the FMS is not exaggerated, because in addition to everything, several years ago Russia abandoned the "old" passports in favor of biometric ones. And if before the document was made for three days, now it is a month.
Faced with the onslaught of citizens, the FMS first introduced pre-registration logs, then, as an experiment, electronic queues, and in 2008, thanks to government support, created the Portal of Public Services.
Today, you can sign up for a new generation foreign passport:
- by phone,
- through departmental websites, - via the Internet (gosuslugi.ru).

For the sake of fairness, it must be said that preliminary online registration is not valid in all subjects, and the telephone one works poorly. There are several reasons. Firstly, cunning citizens realized that to make an appointment, you only need to name the surname and choose the time, it is not within the competence of the employees of the passport processing departments to establish the identity of the caller, and therefore nothing prevents you from signing up several times and then selling the queue to those who wish.
Secondly, it is extremely difficult and costly to implement an electronic queue so that it is integrated with the Internet queue. Such projects were implemented only by the capital's departments. To register, you need to enter the website of the Office of the region where you will issue a passport, select the "Service" or "Appointment" tab and fill out the form by entering your full name, year of birth, type of service, and choose from the proposed time for the visit.

To sign up for a passport through the State Service portal, you need to have registration on it. For this, a personal account is formed, and the login and password are activated using a code that RTK (site administrator) sends by registered mail.
After registration, a whole range of services becomes available not only through the FMS. You need to select the tab "FMS services", then - "Registration of a foreign passport". The system will offer to fill out a questionnaire for obtaining a document, you will have to enter personal data, information about work experience, as well as about previously issued passports. Only after that an invitation to an appointment with an FMS employee will be sent to your e-mail. At the same time, you do not have to choose the time of appointment, it will be determined for you. If it turns out to be inconvenient, you will not be able to transfer or change it.
