Relatives write an entry request in your name, the check lasts about two months, after which you receive a permit. If you are a resident of a foreign country, the check will take longer - you will receive a pass no earlier than 6 months later.

You can come as a participant in a scientific or cultural event. In some closed cities, scientific conferences are held - for example, the Kharitonov Readings in the city of Sarov. There is both an adult and a children's program. The children's program includes schoolchildren from any city in Russia, children's readings are held in many disciplines: physics, chemistry, computer science, biology, and so on. Usually children come in a group accompanied by a supervisor, parents are not allowed. The adult program of the Kharitonov Readings is attended by scientists dealing with problems related to the activities of the Sarov Nuclear Center; as a rule, these scientists have access to certain classified information. Also, various music and theater festivals are held in ZATOs (closed administrative-territorial associations). Moreover, not only artists can compete exclusively from restricted areas (for example, the All-Russian competition of theaters of ZATO "Territory of Nuclear Industry Culture") - participants from open cities are allowed to some events.

ZATO does not do without sports life - children's and adult competitions in various sports are held in many of them on a regular basis. Therefore, the next way to visit there is to come as part of a sports team.

A special pass is also issued for all scientific, cultural and sports events - again, it will take about two months to obtain it. In special cases, media representatives are allowed into closed cities.

Another way is to enroll in a local secondary or higher education institution. Not so long ago, applicants from other cities began to be admitted to closed cities, thus giving many a chance to receive a unique specialized education related to the peculiarity of the city. As you can see, closed cities of Russia are not completely fenced off from the surrounding life - there are, if not the easiest, but quite legal ways to to visit them.
